Zusammenfassung:PROBLEM TO BE SOLVED: To highly accurately detect a motion vector correspondingly even to a case where a motion rapidly changes, with simple configuration by applying a motion vector detecting apparatus to detection of a motion vector by means of a gradient method particularly using an initial bias vector. SOLUTION: An approximate motion vector is detected by an initial bias vector V1, a bias vector is detected by a gradient method using this detected motion vector and an initial vector is corrected, thereby detecting a motion vector.
