Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a congestion control system and method in an IP telephone network to eliminate congestion that occurs in the IP telephone network and to provide a program and a recording medium. SOLUTION: This congestion control system has a relay server 1 arranged in the IP telephone network 8 to relay call transmission, connecting the call transmission to the reception number of the call transmission, and the relay server 1 is provided with a receiving socket buffer 16 for receiving and storing call transmission and notifying call transmission exceeding its storage capacitance that the capacitance is exceeded and an upper processing limiting means 17 for distributing the stored call transmission to normal system processing for connecting the call transmission and abnormal system processing not for connecting the call transmission on the basis of a predetermined distribution condition.
