Zusammenfassung:	PROBLEM TO BE SOLVED: To estimate a leakage current generated in an insulator without installing an exclusive sensor to measure the leakage current. SOLUTION: The estimating device 1 of the leakage current is provided with a photographing means 2 to obtain a monitoring image of the insulator, a light-emitting area calculating means 3 to obtain an area of a part which emits light by discharge from the monitoring image obtained by the photographing means 2, and an estimating means 4 to estimate a leakage current value which flows on the surface of the insulator based on a correlation between a light-emitting area recorded beforehand and the leakage current value.
