The rotational plate 22 is coupled to the cylindrical member 21 so as to allow movement of the cylindrical member 21 only in the rotational direction. Between the support walls 11, 12 of the vibration damping device body 10 opposing to each other, the elastoplastic members 23, 24, 50 of which one ends are fixed to the support wall 11 by homogenous welding H1, H4, H5 and the other ends are connected to the rotational plate 22 for transmitting external force by homogenous welding H2, H3, H6 are arranged. The rotational plate 22 is supported by the support wall of the vibration damping device body rotatably around the axis line orthogonal to the homogenous welding face with the elastoplastic members 23, 24, 50.
