Zusammenfassung: | PROBLEM TO BE SOLVED: To apply only torsion to elastoplastic members provided in vibration damping device bodies and perform plastic deformation to absorb vibrational energy of a piping system by an earthquake etc. SOLUTION: A cylindrical member 21 is arranged rotatably around axis lines L, M between support walls 11, 12 of the vibration damping device bodies 10, 60 opposing to each other. An end part of the cylindrical member 21 is supported by the support wall 11 such that movement of the cylindrical member 21 in the diametrical direction and axial direction can be restricted. Elastoplastic members 23, 24, 50 of which one ends are fixed to the support wall 11 and the other ends are connected to a rotational plate 22 for transmitting external force are arranged inside the cylindrical member 21. The rotational plate 22 is coupled to the cylindrical member 21 so as to allow movement of the cylindrical member 21 only in the rotational direction. Between the support walls 11, 12 of the vibration damping device body 10 opposing to each other, the elastoplastic members 23, 24, 50 of which one ends are fixed to the support wall 11 by homogenous welding H1, H4, H5 and the other ends are connected to the rotational plate 22 for transmitting external force by homogenous welding H2, H3, H6 are arranged. The rotational plate 22 is supported by the support wall of the vibration damping device body rotatably around the axis line orthogonal to the homogenous welding face with the elastoplastic members 23, 24, 50.
