Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steel sheet having low temperature toughness in a welded joint part (such as the vicinity of a welding line at the time of high heat input welding and a two phase region heated part at the time of low heat input welding). SOLUTION: The steel sheet having excellent low temperature toughness in a welded joint part contains, by mass, 0.005 to 0.10% C, ≤0.7% Si, 0.5 to 2% Mn, ≤0.1% Al, 0.005 to 0.03% Ti and 0.001 to 0.01% N, and has a microstructure composed of ferrite and the other structure other than the ferrite; wherein, the average carbon content in the other structure is ≤4 times to the carbon concentration in the whole of the steel sheet.
