DYNAMIC IMAGE COMPRESSION ENCODER

PROBLEM TO BE SOLVED: To provide a motion compensation mode selecting method in which actual code amount including a motion vector is taken into account, and to provide a dynamic image compression encoder. SOLUTION: In a device and/or method for encoding a dynamic image by performing predictive coding, interpolation coding, motion compensation, discrete cosine transform (DCT), adaptive coding, and variable length coding, an optimal coding mode is selected. In one device, values related to a video code corresponding to video data and total code amount of its encoded parameters are determined for each allowed coding mode, coding mode of the video data is selected based on the code amount of each coding mode, and then encoding is performed using that coding mode.
