PROBLEM TO BE SOLVED: To provide a mechanism for storing registered biological information easily and safely, and a mechanism for reducing leakage of information to a minimum even when an unforeseen event occurs. SOLUTION: In a registration device that registers biological information to a card 20 equipped with a card system key S that authenticates the propriety of use of the card 20 itself, and a data read/write key A that makes it possible to read/write data from/to a data area 22a of the card 20, a secret key K used for encoding biological information using the data read/write key A is stored in the data area 22a (Step 107), the data read/write key A of the card 20 is changed to a data read/write key Am (Step 108) and sent to a control server (Step 109), and the data write/read key Am is deleted from within the registration device (Step 111). By this arrangement, even if the data read/write key A before it is changed is known, it is very difficult to alter the information such as the secret key K stored in the data area 22a.
