Zusammenfassung:PROBLEM TO BE SOLVED: To widen an application range to an outside dimension with respect to kinds of sea urchins, individual size thereof, or the like, when transfer of the sea urchins, or entrance and exist thereof to a prescribed zone is regulated. SOLUTION: A transfer regulating mat 10 is structured by combining a fine mat 5a having a fine row interval d1 with a rough mat 5b having a rough row interval d2. The fine mat 5a is structured by arranging three rows each comprising a row of needle bodies 2 in parallel on a base body 1 at the row interval d1. The rough mat 5b is structured by arranging two rows of needle bodies 2 in parallel on the base body 1 at the row interval d2 approximately twice the row interval d1. Longitudinal sides of frames of the base bodies 1 of the fine mat 5a and the rough mat 5b are made to be coincide with each other and together joined by a tying band, or the like, and therefore four rows each comprising the row of the needle bodies 2 are arranged in parallel so as to form a row interval D1 in which a juxtaposition density gradient is composed of the row intervals d1, d1, d2 different from each other.
