PROBLEM TO BE SOLVED: To provide a device and a method for recording block-ciphered data on a recording medium so as to enable special reproduction and reproducing the data. SOLUTION: The digital signal recording/reproducing device comprises: a data addition section 51 for adding dummy data so that the payload length of a received transport packet may become equal to integral multiple of the block length when the payload of the transport packet is block-ciphered; a ciphering section 52 for ciphering, by a block-ciphering system, the payload to which the dummy data is added; a data recording section 53 for recording the transport packet with ciphered payload in a recording medium; a data reading section 55 for reading the transport packet from the recording medium; a deciphering section 56 for deciphering the payload of the transport packet read by the data reading section 55; and a dummy data deleting section 57 for deleting the dummy data added to the deciphered payload.
