Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent moisture from intruding between an inner peripheral surface of a first hinge cylinder and an outer peripheral surface of a hinge shaft by going over a predetermined part from a second hinge cylinder side end part of the first hinge cylinder. SOLUTION: An annular recessed part 2b is formed on an opposed surface of the first hinge cylinder 2a to a second hinge cylinder 3a. One side part of the second hinge cylinder 3a side of this annular recessed part 2b is opened. An annular seal member 5 composed of an O ring is installed in the annular recessed part 2b. Its one side part is pressed to and contacted with the other side surface 2d of an installation recessed part 2b by elasticity of the seal member 5 itself, and its other side part is pressed to and contacted with an opposed surface of the second hinge cylinder 3a to the first hinge cylinder 2a, to thereby seal a part between the opposed surfaces of the first and second hinge cylinders 2a and 3a.
