SOLUTION: Routers 119, 169 constituting transfer systems 104, 154 recognize a speech call by receiving the packet of a signal generated by a call control protocol. Signal analysis function parts of the routers 119, 169 analyze the signal, refer to databases 130-1 to 130-4, 180-1, and 180-2, and calculate a priority call parameter for defining priorities.
