PROBLEM TO BE SOLVED: To reduce effect of a natural light, and improve communication capability. SOLUTION: The device is provided with a variable transmission ratio board 21 which makes a natural light F from a light source 10 such as the sun, etc., and outputs a transmitting light F'; a modulation part 22 which supplies a modulation signal S to the variable transmission ratio board 21 according to a digital signal (combined signal of "0" and "1") to be transmitted, and varies the transmission ratio of the variable transmission ratio board 21; and a receiving device 30 which receives the transmitted light F' outputted from the variable transmission ratio board 21 by a light receiving part 31.
