Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electric power assist bicycle with a physical fitness improving function for enabling training to strengthen the waist and legs, while a rider reasonably works pedals, regardless of the rider's body weight. SOLUTION: This bicycle is provided with mode switching means 91, 92, 99 capable of arbitrarily switching an electric power assist mode and a charging mode when driving a crankshaft 17 by the rider. A saddle rail 31 for supporting a saddle 15 with a back rest 39 to be adjustable in front and rear positions in front of the rear wheels 10r and on a lower side of upper surfaces of the rear wheels 10r is arranged by imparting front upward gradient to the saddle rail 31. If the front and rear positions of the saddle 15 is adjusted on the saddle rail 31, a front and rear direction interval and a vertical direction interval between the saddle 15 and a steering wheel can be simultaneously adjusted to be increased and decreased.
