It is discriminated whether temporary reservations for the plurality of trains are possible or not, and the probability that actual reservations will be made is forecast with respect to temporary reservations for each train, and seat stocks of individual trains are managed as the numbers of seats allowed to be reserved, per movement section in accordance with a forecast result. When the user requests actual reservations at an arbitrary timing, a corresponding seat is reserved in response to this request, and a result is stored in the storage device and the user is informed of a seat position.
