Zusammenfassung:PROBLEM TO BE SOLVED: To provide a new moving image extracting algorithm capable of improving a reproduction ratio and relevance ratio by overcoming problems of a similar moving image extracting algorithm on a motion vector distribution of a conventionally known block division region. SOLUTION: In the moving image extracting apparatus for extracting a specific scene from moving image data, extraction is performed in cooperation with a plurality of algorithms, thereby improving the reproducing ratio and the relevance ratio. For example, a first algorithm for calculating a motion vector from data accumulated in a motion vector accumulating device and a reference image accumulating device and extracting a similar scene, and a second algorithm for recognizing the display of a telop and informing the generation of the scene, are provided, and the similar scene of a reference image is extracted from the moving image data accumulated in the moving image data by matching of both the algorithms.
