Zusammenfassung:PROBLEM TO BE SOLVED: To provide an optical element capable of suitably controlling optical characteristics of an optical body. SOLUTION: The optical element 1A is so constituted that manganese oxide thin film 10 formed on a substrate 15 and consisting of a manganese oxide having MnO3as a parent body is made to be the optical body and the upper surface 11 thereof is made to be an incident and emission surface of light. First and second electrodes 21 and 22 are formed on the upper surface 11 of the thin film 10 by using materials different from each other so that an electric field applying condition to the thin film 10 is asymmetric. The optical characteristics of the thin film 10 to be the optical body is made to be non-volatile and reversely changed by applying a pulse electric field having a positive or negative polarity between the first and the second electrodes 21 and 22.
