Zusammenfassung:	PROBLEM TO BE SOLVED: To support analysis of operation processes to a specific position and to support analysis of a travel path to a work result of the specific position. SOLUTION: A status extraction part 334 and a standby state propriety determination part 335 extract the maximum and minimum values of travel required time to the specified position based on positional information, calculate a threshold based on difference between the maximum and minimum values, or calculate an average value of the travel required time to the specified position based on the positional information, calculate the threshold based on the average value and determine propriety of a standby state based on the calculated threshold.
