Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a cutter which is capable of cutting commodity packaging bags and fastening tapes of a variety of forms, cutting an arbitrary position and in an arbitrary direction, and can be used at any time when required. SOLUTION: The cutter for opening packaging bags is constituted of a base having a mounting means that allows the cutter to be fitted on fixtures such as cupboard, and an edged tool which is so constituted as to be mounted on the base as its blade surface is sloped against a vertical plane.
