Zusammenfassung:PROBLEM TO BE SOLVED: To provide a winding of rotating electric machine that is excellent in the workability of housing coils in slots, low in thermal resistance between the coil and a core, and allows the coils to be favorably cooled; and to provide a rotating electric machine. SOLUTION: The winding of rotating electric machine is formed by housing coils 2a and 2b obtained by forming an insulating layer 1b around a coil conductor 1a, into slots 3a formed in the core 3 of a rotary electric machine, with slot liners 12a in-between. The slot liners 12a are obtained by forming an application film 12 of thermally conductive material having curable property on either side of a sheet-like semiconductive base material 11. The winding is so constituted that the application film 12 of a thermally conductive material covers the coils 2a and 2b in contact with the coils and the semiconductive base material 11 is in contact with the coils 2a and 2b only in specific areas.
