Zusammenfassung:PROBLEM TO BE SOLVED: To perform connecting operation smoothly in short range radio communication while sustaining high security and saving power consumption. SOLUTION: When terminal A requesting connection transmits a communication request including the identification information of terminals B, C becoming communication partners to a management server 30 (S101), the management server 30 acquires positional information of the terminals A, B and C from a positional information server 40 (S102, S103) and decides whether the terminal A and the terminals B, C are located in the same area or not based on that positional information. If they are located in the same area, the management server 30 transmits a control signal for altering the terminals B, C into Bluetooth communicable state to the terminals B, C (S105, S109) thus bringing the terminals B, C into Bluetooth communicable state forcibly.
