PROBLEM TO BE SOLVED: To provide a plant monitor allowing reduction of a burden on an operator when monitoring a plant. SOLUTION: When the operator makes a dialog request through a dialog input/output device 2, a dialog function storage editing means 6 stores a dialog function index of a dialog function requested from the operator into a dialog function storage table 7, and stores the dialog function index and final dialog request time into a dialog function request frequency storage table 8 in order of a dialog request frequency. A thumbnail component production means 9 adds thumbnail display information to contents of the dialog function request frequency storage table 8, stores it into a thumbnail component storage table 10 as a thumbnail component, and thumbnail-displays the dialog function on the dialog input/output device 2 on the basis of the thumbnail component stored in the thumbnail component storage table 10 in order of a large request frequency of the dialog function requested by the operator in the past.
