PROBLEM TO BE SOLVED: To form a work list capable of improving working efficiency in response to an order characteristic. SOLUTION: This system is constructed of a commodity extracting unit 52 for extracting the number of order per each of ordered commodities, an order specifying unit 53 for specifying a commodity on order more than a threshold value by adding the number of order of the same commodity, an order picking time computing unit 54 for computing and adding the total picking time, a total picking time computing unit 55 for computing and adding total picking time, a secondary sorting time computing unit 56 for computing and adding secondary sorting time for sorting a grouping commodity to the number of order per each of delivery orders, a work determining unit 57 for determining a shorter one by comparing the order picking time and the total picking time, an order picking list generating unit 58 for generating to output an order picking list in relation to the order picking work determined to be performed in a shorter time, and a total picking list generating unit 59 for generating and outputting a total picking list in relation to the total picking work.
