Zusammenfassung:	PROBLEM TO BE SOLVED: To improve maintainability by specifying the cause of malfunction of a motor more clearly. SOLUTION: A microcomputer 55 counts the output pulse number of a plurality of Hall ICs 52B, 52C, 52D during a predetermined sampling period, compares the output pulse number in the sampling period of each rotating position detecting sensor with the decision output pulse number, specifies the Hall IC in which the output pulse number in the sampling period becomes the decision output pulse number or less, and determines an abnormal state on the Hall IC concerned or a system corresponding to the Hall IC concerned.
