Zusammenfassung:PROBLEM TO BE SOLVED: To provide a manufacturing method of porous carbon plate excellent in conductivity and strength, suitably used for a separator for a fuel cell. SOLUTION: The porous carbon plate is manufactured by coating (capsulizing) the surface of carbonaceous powder by phenol resin by stirring and mixing the carbonaceous powder and water soluble phenol resin in polar solvent, preferably with water, further, by mixing the coated carbonaceous powder into phenol resin, stirring, forming, and by applying heat treatment to the mixture under inert atmosphere. Preferably, the phenol resin mixed to the coated carbonaceous powder is powdered phenol resin or a mixture of powdered phenol resin and liquid phenol resin.
