Zusammenfassung:PROBLEM TO BE SOLVED: To solve the following problem wherein an operation load on equipment to be measured is remotely measured with a simple structure by a simple processing. SOLUTION: A peculiar delay characteristic table SDc is previously formed for the communication equipment 30c to be measured, and includes a value obtained by allowing the service processing load of the equipment 30c to correspond to the value of a distribution or standard deviation which is previously obtained according to a response delay time relative to a packet for measurement. A plurality of packets for measurement are transmitted to the communication equipment 30c being operated. The response delay time till the reception of the response packet is measured. Accordingly, estimation is performed concerning the state of the corresponding service processing load by referring to the peculiar delay characteristic table SDc, with the distribution or standard deviation SDci which is obtained by measured response delay time.
