SOLUTION: The frequency and the band for performing carrier sensing are set so that carrier sensing is simultaneously applied to carrier frequency bands 101, 111 of a wireless LAN and the number of carrier sensing times of carrier sensing frequency bands 103, 113 is minimized to decrease the number of carrier sensing times of the wireless LAN and to reduce the power consumption in the waiting state of the wireless LAN.
