Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a flat heater capable of increasing maximum service temperature to a heating temperature of a heating element. SOLUTION: The flat heater 1 is provided with the heating element 2, a support member 4 covering the periphery of the heating element 2 and an insulating layer 3 arranged between the heating element 2 and the support member 4.
