SOLUTION: The cosmetic or the skin care preparation for external use comprises as active ingredients, (1) N-acetylhydroxyproline or a salt thereof and (2) one or more kinds of agents selected from skin-whitening agent, antioxidant agent, antiinflammatory agent, cell activating agent, blood circulation promoting agent, moisturizing agent, antibacterial agent, ultraviolet light screening agent, wrinkle ameliorating agent and wrinkle preventing agent.
