Zusammenfassung:PROBLEM TO BE SOLVED: To provide a small-sized and highly efficient optical modulator which can be incorporated in a communication system and the like. SOLUTION: The optical modulator has an optical waveguide 2 extending along a certain surface, a first optical guide part (the array of pits 9) regulating propagation of an optical wave in a direction parallel to the surface and a second optical guide part (a part other than a high refractive index layer 11 in a substrate 1) regulating the propagation of the optical wave in a direction vertical to the surface. The first optical guide part has a photonic crystal disposed at the external part of the optical waveguide 2, the second optical guide part has a region having a refractive index lower than that of the optical waveguide 2, and both the first and the second optical guide parts are provided in the substrate formed of a material exhibiting an electrooptical effect.
