Zusammenfassung:	PROBLEM TO BE SOLVED: To provide accurate speeds, even if a two-phase encoder signal contains phase errors. SOLUTION: Edge detecting units 12a-12d, edge detection time latches 16a-16d, and edge interval time calculating devices 18a-18d are provided, to correspond to four kinds of edges of rising and falling of two pulse signals. The value of a position counter 11 is read for each sample time, and the difference from the value read previously is found as a temporary speed. The edge-detecting unit that detected an edge last in the sample time is specified as an edge-selecting device 20. A speed is acquired with an average speed calculating device 19, based on the edge interval time corresponding to the specified edge detecting unit and the distance between the same edges acquired from the temporary speed.
