Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a water quality and bottom material purification apparatus capable of positively rendering water quality and bottom material harmless by removing suspensions such as water bloom, suppressing the proliferation of anaerobic bacteria such as sulfate reducing bacteria in bottom sludge, increasing aerobic bacteria by supplying oxygen to an oxygen-free site, and improving a decomposability of the bottom material by promoting organic contaminated substances. SOLUTION: In the apparatus housing a magnesium based environmental improvement agent, a contaminated water is forcively circulated, and an eluted rising stream containing the magnesium based environment improvement agent is convected, thereby rendering the contaminated water harmless.
