Zusammenfassung:PROBLEM TO BE SOLVED: To provide an outer envelope for external electrode fluorescent lamp which has little dielectric loss and hardly has fluctuations in dielectric capacity. SOLUTION: The outer envelope for external electrode fluorescent lamp, used for manufacture of a external electrode fluorescent lamp having an electrode formed at the outside, is made of a glass of which the dielectric tangent at 40 KHz, 250°C is 0.02 or less and the strain point is 650°C or less. The above glass is composed of an alumino-borosilicate glass having a composition of SiO235 to 65%, B2O30.1 to 25%, Al2O32 to 20%, Li2O+Na2O+K2O 0.1 to 5% in mass percentage, or SiO235 to 65%, B2O30.1 to 25%, Al2O32 to 12.5%, Li2O+Na2O+K2O 0 to 0.1% or less in mass percentage.
