Zusammenfassung:PROBLEM TO BE SOLVED: To provide a communication controller, communication system and communication controlling method capable of improving the use efficiency of a network by appropriate communication control. SOLUTION: A network related information collecting part 102 collects network related information. A network state predicting part 108 predicts a future state of the network 300 on the basis of the collected network related information. A communication control part 110 performs communication control that should prevent communication quality deterioration when the predicted future state of the network 300 has a possibility of causing the communication quality deterioration.
