Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a disaster occurrence monitoring method and a device therefor which can early and surely detect the occurrence of a disaster and to provide a fire-fighting emergency response device which reduces the burden of a call receiver and allows an emergency call to be quickly and accurately responded to. SOLUTION: A monitor terminal 4 is connected to a distribution center 2 of satellite images through a network 3. The monitor terminal 4 transmits a request for distribution of area images of a preliminarily determined area to the distribution center with a prescribed period. An area image distributed from the distribution center 2 at this time is displayed on a display device 7, and a difference image between the area image distributed at this time and an area image distributed at a preceding time is emphatically displayed.
