NETWORK MANAGEMENT SYSTEM, METHOD FOR DETERMINING DATA TRANSMISSION PROBABILITY IN TERMINAL INCLUDED IN THE SAME, PROGRAM FOR EXECUTING THE METHOD, RECORDING MEDIUM AND TERMINAL

PROBLEM TO BE SOLVED: To avoid traffic concentration at a place with too many terminals. SOLUTION: This network management system is provided with a plurality of terminals 1, a data collecting means 2 for collecting data from the terminals 1 and a communication network 3 that communicates with the terminals 1 and the data collecting means 2 to transmit information. The network management system determines data transmission probability on the basis of geographical distribution density of ambient terminals 1 and controls data transmission from the terminals 1 on the basis of the data transmission probability. The terminals 1 detect the density of the ambient terminals, operate the value and determine data transmission probability. In addition, the terminals 1 transmit a signal that declares themselves to be a representative of data transmission on the basis of a result obtained by comparing the detected density of the terminals 1 with a terminal density limit held in advance.
