SOLUTION: The server receives coded data from a transmit side client, duplicates and stores the received coded data in a buffer; sends the coded data to a receive side client; and sends either coded data for the insertion frame received from the transmit side client or coded data for the key frame received from the transmit side client to the receive side client next just sent coded data according to the response time, until receiving an answer to the coded data from the receive side client after transmitting the coded data.
