Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a technique for effectively utilizing the band between a server and each client in a two-way picture communication system having clients and the server for coding pictures, using a picture compression system for generating intra-frame compressed key frames and inter-frame compressed insertion flames. SOLUTION: The server receives coded data from a transmit side client, duplicates and stores the received coded data in a buffer; sends the coded data to a receive side client; and sends either coded data for the insertion frame received from the transmit side client or coded data for the key frame received from the transmit side client to the receive side client next just sent coded data according to the response time, until receiving an answer to the coded data from the receive side client after transmitting the coded data.
