Zusammenfassung:	PROBLEM TO BE SOLVED: To optimize the control of temperature distribution on the inside of a fuel cell and operation temperature of the fuel cell. SOLUTION: The operation temperature of the fuel cell 1 is controlled by inputting temperature measured with a fuel cell inlet cooling water temperature sensor 3 and a fuel cell outlet temperature sensor 4 in a controller 8, controlling operation of a cooling water pump 2 and an adjusting valve 5, and dividing cooling water flowing out of the fuel cell 1 into a radiator 6 and a radiator bypass passage 7.
