SOLUTION: The photocatalyst layer-coated member has the photocatalyst layer having an obliquely columnar structure formed by depositing a Ti oxide obliquely and a metal catalyst layer is deposited on the base part or the top part of the photocatalyst layer having the obliquely columnar structure.
