Zusammenfassung:PROBLEM TO BE SOLVED: To provide a heater with less change of resistance value even if it is exposed to a large temperature difference and air, and to provide an ignitor plug having excellent long-term reliability by using the heater. SOLUTION: The ceramic heater 10 is provided with a ceramic board 1 formed with a plurality of through holes 2 passing between both main surfaces and provided with a conductive material 3 inside thereof to electrically continue both the main surfaces to each other and provided with the heater 4 electrically connected to the conductive material 3 in one main surface 1a side thereof, and provided with a plurality of lead pins 28 and 29 fixed to the other main surface 1b of the ceramic board 1 and electrically connected to the heater 4 through the conductive material 3. The heater 4 is formed of a metallized layer and formed thicker in a connection part C thereof connected to the conductive material 3 than residual parts thereof, and a surface of the heater 4 is covered with a ceramic layer 5.
