Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for manufacturing a planographic printing plate by which an upper layer can be formed without damaging a photosensitive layer even when the film strength of the photosensitive layer is low, and to provide an apparatus for manufacturing a planographic printing plate and a planographic printing plate. SOLUTION: The method for manufacturing a planographic printing plate comprises a photosensitive layer forming step of forming a photosensitive layer on at least one face of a support web while conveying the support web in a fixed direction, and an upper layer forming step of forming an upper layer by applying and drying a coating liquid on the surface of the photosensitive layer, wherein in the upper layer forming step, the coating liquid is applied by spinning a spin application means at a peripheral speed 0.9-1.1 time the conveyance speed of the support web.
