PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a paint, which can manufacture an ordinary color paint and a metallic color paint with high-quality, for many kinds. SOLUTION: The paint manufacturing apparatus 100 includes an input device 112, an ordinary color paint arrangement ratio storage part 126, an ordinary color paint arrangement calculation expression storage part 128, an ordinary color paint ingredient data arithmetic part 130, a metallic color paint characteristic analysis data storage part 140, a metallic color paint characteristic analysis part 142, a metallic color paint arrangement ratio storage part 144, a metallic color paint arrangement calculation expression storage part 146, a metallic color paint ingredient data arithmetic part 148, and a display device 154. The paint manufacturing apparatus 100 further includes a plurality of paint ingredient housing containers, a small amount discharge mechanism for controlling the discharge amount of the paint ingredient, and a color sample sheets 301 having a plurality of color sample cards 300 respectively prepared for the plurality of colors.
