Zusammenfassung:PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having a low leakage-current value without increasing an equivalent series resistance and a manufacturing method for the capacitor. SOLUTION: A dielectric film 3 is formed on a porous anode 2, from which an anode lead 1 composed of niobium is led out. The insulating properties of the film 3 are improved by forming a phosphate boron layer 4 as an insulator on the film 3. A formation treatment is conducted, a conductive high molecular layer 5, a graphite layer 6, a silver layer 7 or the like are formed, an cathode leading-out lead 8 and an anode leading-out lead 9 are connected and the whole is armored with a molding resin 10.
