Zusammenfassung:PROBLEM TO BE SOLVED: To provide a chlorine production method which uses hydrogen chloride containing a sulfur compound as a raw material, produces chlorine by oxidizing hydrogen chloride with oxygen, can stably yield chlorine with a high yield by maintaining catalyst activity, and is highly advantageous from the viewpoint of catalyst cost and equipment cost; and a method for stably producing an aromatic polycarbonate excellent in environmental friendliness at a low cost by using the chlorine production method. SOLUTION: The chlorine production method comprises (A) the step of causing water or unsaturated hydrochloric acid to absorb hydrogen chloride containing a compound (S1) containing sulfur having an oxidation number of lower than +6 in the molecule, (B) the step of oxidizing the compound (S1) in hydrochloric acid in the presence of an oxidant to give a compound (S2) containing sulfur with an oxidation number of +6, (C) the step of diffusing hydrochloric acid yielded in the step (B) to yield a gas mainly comprising hydrogen chloride, and (D) the step of oxidizing hydrogen chloride to yield chlorine.
