SOLUTION: A privileged person such as an ambulance member notifies his or her own ID from portable terminal equipment 100 owned by a person concerned to a personal information managing device 200, and the personal information managing device 200 authenticates the privileged person based on the privileged person ID, and reads the personal information of the owner of the portable terminal equipment from a personal information storage part 210, and returns it to the portable telephone device 100 being the origin of access.
