Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for efficiently solubilizing or micro-emulsifying and dispersing a water-insoluble substance capable of effectively exhibiting a function the water-insoluble substance originally has and suppressing generation of an inconvenient phenomenon to a objective system to be added and a sub-action. SOLUTION: The water-insoluble substance is solubilized or micro-emulsified and dispersed in a water solution of (1) an oligo-β-keratin derivative obtained by profile changing and transforming of feathers of birds with an alkali treatment, and/or (2) an oligo-β-keratin derivative obtained by profile changing and transforming of the feathers of the birds with a UV irradiation treatment successively performed to the treatment (1).
