SOLUTION: The cosmetic preparation contains an extract from a plant belonging to Saussurea spp., especially an extract from at least one plant chosen from the group consisting of Saussurea involucrate (Kar. et Kir.) Sch. Blp., Saussurea medusa Maxim. and Saussurea laniceps Hand. -Mazz. and mineral-containing water, especially water obtained by passing purified water through an active water tank filled with minerals or water containing at least 20 ppb sodium, 5 ppb potassium, 10 ppb calcium and 1 ppb magnesium as mineral components. In the manufacturing method of the cosmetic preparation, the mineral-containing water is prepared by passing the purified water through the active water tank filled with various minerals.
