Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an underground shelter which is easily constructed and has excellent water-tightness and high durability. SOLUTION: The underground shelter is formed from a hardened material of a formulation containing at least cement, a pozzolan-based fine powder, inorganic particles, a fine aggregate having particle diameters of ≤2 mm, a water reducing agent, and water. The inorganic particles may be composed of inorganic particles A having a Blaine specific surface area of 5,000-30,000 cm2/g and inorganic particles B having a Blaine specific surface area of 2,500-5,000 cm2/g. The underground shelter may contains at least one kind of fiber selected from the group consisting of metal fibers, organic fibers and carbon fibers in addition to the formulation.
