Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a novel cement compound to which high strength and high toughness are imparted and a method of manufacturing the compound. SOLUTION: The high strength/high toughness cement compound contains cement, aggregate, water and an organic short fiber. The tensile strength of the fiber is 2,500-6,000 N/mm2, the incorporation ratio of the fiber is 0.75-2.5 vol% and the water/cement ration (W/C) is ≤50%.
